Social development and public interest works in Union district (PK12)
Amount: 3 500 000 euros

Objectives:
- Implementation of a road infrastructure program including a platform for transporters (vehicle depot);
- Construction of social infrastructure: community development center (CDC), health unit, central market, sports area, police station, administrative unit;
- Implementation of a community development fund (CDF) enabling populations to benefit from various types of training.
Project to support Basic Education in Djibouti (PAEFD)
Amount: 2 700 000 euros
Type: Grant
Deadline for disbursement of funds: 31/12/2007
Content: Contribution to the turnaround in the education system in war-torn northern districts.
- construction of 14 schools including one rehabilitation and the construction of buildings for the Obock inspectorate (50 classes);
- improving teaching quality (pedagogical supervision and training);
- social mobilization in order to foster a local process to get children into school.
Support to the fight against AIDS in Djibouti (2 grants)
Amount: 6 000 000 euros (5 000 000 + 1 000 000)

Content: The project is the continuation of a PSF transfusion security and fight against HIV/AIDS project implemented by the SCAC which was followed by an AFD project with two separate components:
- A component to combat AIDS in Djibouti (amount: 5 million euros);
- A regional component implemented by the French NGO Handicap International (amount: 1 million euros).
Project to Support the Education Master Plan in Djibouti (PASDED)
Amount: 1 946 345 euros (456 345 + 1 500 000)

- The project takes over a PSF project to contribute to reconciling a planned quantitative development of the education system with meeting the widely desired target of maintaining quality;
- Project mainly for Technical Assistance to teacher training.
Study and Capacity Building Fund N°1 (SCBF 1)
Amount: 500 000 euros

The priority for SCBF financing will be:
- sectoral or institutional project identification studies or expertise and project feasibility prior to the allocation of new AFD financings, including a feasibility study for the link-up of the Djibouti-Ethiopia Railway (CDE) with the new Doraleh Port and the Djibouti Port Bulk Carrier Terminal;
- residential Technical Assistance in charge of identifying or preparing AFD financings in FPD concentration sectors;
- and, on an exceptional basis, studies and periodic residential Technical Assistance for other thematics.
Education For All in Djibouti (EFAD)
Amount: 8 000 000 euros

The project aims to promote quality basic education for all within the framework of the MENESUP Education Action Plan (EAP) by:
- improving access to basic education by reducing obstacles to universal completion of the 1st cycle and increasing reception capacities for the 2nd basic education cycle;
- improving teaching quality in basic education by teacher training, producing teaching aids, strengthening assessments and sectoral diversification (vocational and technical education);
strengthening education system efficiency by (i) optimizing piloting; (ii) reforming human resource and financial management; (iii) reforming the post-primary sectoral policy.
