Expected outcomes in AFD sectors
Our activity in Djibouti is currently mainly based on three concentration sectors for France’s ODA as defined in the Framework Partnership Document (FPD) signed between the Republic of Djibouti and France in early 2006, i.e. education, health and urban infrastructure. Other interventions in the fisheries, transportation and environment sectors are in prospect:
In the education sector the expected outcomes are:
- a reduction in disparities in schooling;
- an increase in the number of pupils in school (gross intake rate) in basic education;
- an increase in enrolment rates for girls (access to education);
- an improvement in education quality which can be comprehended using various indicators, in particular the number of teachers benefiting from initial or continuous training and exam pass rates.
In the health sector / combating AIDS, the main outcomes are:
- improved testing, the indicator being the rise in the ratio between the number of tested AIDS cases and the number of estimated AIDS cases;
- a rise in the number of patients benefiting from ARV treatment, the indicator being the rise in the number of patients receiving treatment and the number of estimated cases;
- an improvement in healthcare for persons living with HIV/AIDS. In terms of combating tuberculosis the main final expected outcome is the fall in TB incidence. Djibouti has the highest prevalence rate in the world.
For urban development, the expected outcomes are:
- an improvement in living conditions for populations via better access to the city;
- improved access to water and healthcare.
Support to this sector also:
- creates jobs and reduces unemployment rates;
- improves social integration and empowerment for populations.
The enterprises financed by the urban project currently being processed could create 240 jobs in 3 years. Finally, the project will improve conditions for women via literacy training and will also strengthen water supply and access to healthcare.
